About The Game
Four Parties with competing interests (Clergy, Nobles, Merchants, and Rebels) wheel and deal to shape their city-state's new Constitution via a shared-scoring system. Meanwhile, Independent players seek to achieve their own unique objectives. Players are split into Councils. Over five rounds, each Council's members bid Influence to determine which Article their Council will add to the Constitution The player at the top of each Council board is the Council Chair, a position with powerful privileges. Persuading the Council Chair to act in your interests (or ousting them) is key. The Council Chair breaks ties and resolves Edicts, special laws that are passed as Articles are added to the Constitution.
